Jeremy Renner played Clint Barton/Hawkeye in many Marvel movies. His first appearance was a cameo in 2011Thor. However, he became a central figure of the MCU by appearing in six films. But he was notably absent from one major Marvel film.

The Marvel movie wasCaptain America: The Winter Soldier, which follows a scene of Steve Rogers and Natasha Romanoff/Black Widow.
In the scene, both the Marvel heroes Captain America and Black Widow discover that Hydra has infiltrated S.H.I.E.L.D. While they face many S.H.I.E.L.D.-related characters, there was also that one Avenger who was notably missing (in the scene).

Jeremy Renner’s Scene inCaptain America 2Was Given to Black Widow
In the Marvel Cinematic Universe, Captain America had to confront a grand conspiracy and win. Screenwriters McFeely and Markus faced challenges in 2011 figuring out how to achieve this. Their breakthrough moment came when they met the President of Marvel Studios — Kevin Feige, who told them,“I think we’re ready to take down S.H.I.E.L.D.”
The screenwriters were allowed to include any Marvel characters who will not be starring in their own Phase Two movies afterThe Avengers. Once they settled on the story of S.H.I.E.L.D. being infiltrated by traitors, they drafted Nick Fury, Black Widow, and Hawkeye — the three main characters with S.H.I.E.L.D. connections.

But the scenes originally planned for Hawkeye were given to Black Widow. It’s becauseJeremy Rennerwas busy filming schedule withAmerican HustleandKill the Messenger.
Later, dropping Hawkeye was an advantage as it sharpened the contrast between Captain America’s traditional values and Black Widow’s modern, morally ambiguous character.

Hawkeye’s Scene inThe Winter SoldierScrapped Over Jeremy Renner’s Scheduling
As it is clear, the Russo brothers intended for Jeremy Renner’s Hawkeye to appear inThe Winter Soldierearly in the pre-production. Joe Russo explained toScreen Rant:
“There was a great sequence where Hawkeye was chasing Cap through Washington D.C. there was an awesome sequence where they confronted each other in a ravine on the outskirts of D.C. and Hawkeye was shooting a series of arrows closing in on Cap.”

The director continued exposing his iconic plan:
“Cap closing in on him. And then Cap took him down, and he realized for the first time that Hawkeye was trying to trick S.H.I.E.L.D, where he whispered something into Cap’s ear that Cap had a tracker on his suit and to punch Hawkeye to make it look real because there was a Quinjet hovering above where they were watching the feedback back at S.H.I.E.L.D.”
ThisWinter Soldierscene was scrapped due to scheduling issues, which also prevented the actor from having a role in the film. There’s no doubt the directors had quite an epic plan, which ultimately didn’t work out.
